Gary
Burroughs, Lord Mayor Niagara-on-the-Lake
Councillor Gary Burroughs began his
political career as an Alderman and Deputy Lord Mayor for
the Town of Niagara-on-the-Lake from 1989 to 1991. He is
currently serving his third term as Lord Mayor of the Town
of Niagara-on-the-Lake and in this capacity is a member of
Regional Council.
This is Councillor Burroughs third
term on Council. Currently, Councillor Burroughs is a member
of the Corporate Services Committee and the Planning and
Public Works Committee. He also serves on the Accommodation
Steering Committee, Audit Committee, Niagara-Hamilton
WastePlan Joint Working Group Committee, Property Assessment
and Taxation Reform (PATR) Committee, Water Strategy
Implementation Sub-Committee, and Waste Management Planning
Steering Committee.
He is Past-Chairman of the Shaw
Festival, the Niagara Parks Commission and the
Niagara-on-the-Lake Chamber of Commerce.

Peter
Partington, Chairman, Regional Municipality of Niagara
A native of St. Catharines, Peter
Partington completed secondary school at St. Catharines
Collegiate and went on to study at the University of Western
Ontario where he obtained his B.A. and L.L.B.
Mr.
Partington was called to the Bar in 1965 and was appointed
Queen’s Counsel in 1976. He practiced law until March 2004.
Mr. Partington served his community in the role of MPP for
the riding of St. Catharines-Brock from
1985-1987.
Mr. Partington was elected Chairman of the
Niagara Region in November 2003, and acclaimed for a second
term in December, 2006. Prior to being elected Regional
Chair, Mr. Partington was a member of Niagara Regional
Council for St. Catharines from 1994 and served as Chair of
the Corporate and Financial Services Committee and Chair of
the Ad Hoc Committee on the Review of Municipal
Services.
From 1999-2000 Mr. Partington was Director
of the Association of Municipalities of Ontario, and from
2000-2003 he served as Director and President of the Ontario
Great Lakes Renewal Foundation.

wife, Betsy, and two sons, Peter and Robert.

David Phillips, Environment Canada
David has been employed with Environment Canada's weather service for over 40 years. His work activities relate to the study of the climate of Canada and to promote awareness and understanding of weather and climate in Canada. He has published several books, papers and reports on the climate of Canada, including several essays in The Canadian Encyclopedia, a book on The Climates of Canada, and two bestsellers: The Day Niagara Falls Ran Dry and Blame It On The Weather. He is the originator and author of the Canadian Weather Trivia Calendar, the most popular calendar sold in Canada, and now in its 21st year. For nearly ten years he wrote the Weather-wise column in the Canadian Geographic magazine. David frequently appears on national radio and television as a commentator on weather and climate matters. Internationally, for over 20 years David assisted in the work of the United Nations’ World Meteorological Organization. David is a fellow of both the Royal Canadian Geographical Society and the Canadian Meteorological and Oceanographic Society. He has been awarded the Patterson Medal for Distinguished Service to Meteorology in Canada, and has twice received the Public Service Merit Award. David is the recipient of two honorary doctorates from the University of Waterloo and Nipissing University. In 2001, David was named to the Order of Canada.
